Vapi vs Retell vs Bland AI: Comparing Voice Agent Platforms in 2026
Vapi, Retell or Bland AI? Compare pricing models, agent builders, LLM choice, telephony, HIPAA and built-in testing, plus how to test your voice agent first.
Published on:
Vapi says it has handled more than a billion calls, according to its May 2026 Series B announcement, and Retell AI and Bland AI sell the same capability: an AI agent that answers or places your phone calls. The Vapi vs Retell decision, and whether Bland belongs on the shortlist, comes down mostly to who builds the agent: Vapi lets developers pick every model and voice provider and bring their own API keys, Retell gives teams without developers a no-code flow builder and a free, self-signed HIPAA BAA, and Bland bundles its own models into one per-minute rate, with private deployment options for enterprises.
All three also ship their own testing tools, and where those tools stop decides how much independent testing you need before launch. TestMu AI, where I work, tests voice agents built on all three platforms and doesn't sell a voice platform of its own.
Overview
Vapi is the better fit for developer teams that want to choose every LLM and voice provider and bring their own API keys, while Retell AI suits teams without developers that need a no-code flow builder and a free, self-signed HIPAA BAA. Bland AI fits buyers who want one bundled per-minute rate on Bland's own models.
Verdict by Platform
- Best for developer teams: Vapi - offers the widest choice of LLM and voice providers, bring-your-own API keys and provider costs passed through with no markup. Bring your own keys: Yes. HIPAA BAA: paid add-on. On-premise deployment: No.
- Best for no-code teams and healthcare: Retell AI - offers a no-code Conversation Flow builder, 20 concurrent calls on every account, a free self-signed HIPAA BAA and AI QA scoring on a sample of completed calls. Bring your own keys: No. EU hosting: No.
- Best for predictable per-minute costs: Bland AI - one rate covers the LLM, speech-to-text and text-to-speech on Bland's own models, and Enterprise adds private deployment in your VPC, on GPU clusters in your data center or air-gapped. Choose your own LLM: No. HIPAA BAA: Enterprise plans only.
Testing Before Launch
TestMu AI Agent Testing calls agents built on Vapi, Retell AI or Bland AI over real phone lines with simulated callers and grades each call pass or fail against your own criteria. For Vapi and Retell agents connected through Integrations, TestMu AI also marks each expected tool Called or Not Called.

Is Retell AI Better Than Vapi?
Retell is better when a product or operations team will build the agent without code, needs a signed BAA quickly or wants QA scoring of production calls built in; Vapi is better when developers want to choose every model and voice provider, bring their own keys and manage agents through the API. Bland, the third option here, fits teams that want one bundled rate on Bland's own models instead of choosing providers.
- Vapi - Best for developer teams that want to own the stack, with the widest model choice, bring-your-own keys, no provider markup and voice-mode Simulations. The trade-off: it remains developer-first; since Workflows retired, its no-code options are the assistant editor, the visual Squad builder and Composer (alpha); and HIPAA is a paid add-on.
- Retell AI - Best for teams that want to ship fast, especially in healthcare. Its no-code Conversation Flow builder, 20 free concurrent calls (per its pricing page), free self-signed BAA and AI QA on real calls make it, in my view, the shortest path to compliant production. The trade-off: a curated model list, no bring-your-own keys, no EU hosting and text-only simulations.
- Bland AI - Best for enterprises that want predictable per-minute costs and private deployment on Bland's own models. Bland announced a Series C in June 2026, per a release on VCA Online. The trade-off: no LLM choice, a BAA only on Enterprise plans and, per Bland's migration guide, a Pathways migration due November 15, 2026.
How You Build Agents on Vapi, Retell and Bland
Vapi's and Bland's builders both changed in August and September 2026, so check the date on any tutorial before you follow it.
- Vapi - Vapi retired its visual Workflows builder on August 18, 2026, and existing workflows stopped running the next day, per Vapi's migration guide. Agents are now built in the dashboard's assistant editor, as multi-agent Squads on a visual canvas or in JSON through the API, or by describing them to Composer, an alpha assistant that writes the prompt, configures settings and provisions numbers. Custom tools on your own server still need code.
- Retell - Retell's drag-and-drop Conversation Flow builder has nodes for conversation, tool-calling subagents, functions, code, SMS, MCP, call and agent transfers, IVR navigation by keypad tones and logic branches, and each node can use its own model, per Retell's Conversation Flow docs. Developers also get single-prompt agents and the API; multi-prompt agents are now legacy.
- Bland - Bland's Agents builder, launched in September 2026, is the successor to Conversational Pathways: agents start from a prompt, and pathways live inside them as flows on a canvas. Per Bland's migration guide, existing accounts keep both dashboards until November 15, 2026, the deadline for moving production pathways (any still taking traffic after that are migrated for you), and accounts created after September 18, 2026 get only the new builder.
LLM and Voice Provider Choice
- Vapi - Vapi's model docs list OpenAI, Azure OpenAI, Anthropic, Google, Groq, Cerebras, DeepSeek, Mistral, xAI and others, plus any OpenAI-compatible endpoint, and its voice docs cover more than a dozen speech providers, from Deepgram and AssemblyAI to ElevenLabs, Cartesia and Rime. With your own key, the provider bills you instead of Vapi.
- Retell - Retell offers curated OpenAI, Anthropic and Google models plus realtime speech-to-speech, speech-to-text from Azure, Deepgram, Soniox and AssemblyAI, and seven voice providers, per its voice provider docs. A Retell support answer on its community forum says it doesn't support bring-your-own keys; you can connect a custom LLM over a WebSocket instead.
- Bland - Bland runs speech-to-text, the LLM and text-to-speech on its own models, per its FedRAMP page, and the FAQ on its Vapi comparison page says Vapi may be a better fit if choosing your own LLM provider is a priority.
How Vapi, Retell and Bland Price Their Minutes
All three charge by the minute but build that minute differently. To compare them, price one identical agent (the same LLM where you can choose one, the same voice tier and telephony route) on each platform the same day, then add the concurrency and compliance terms you need. Current rates are on Vapi's pricing page, Retell's pricing page and Bland's pricing page.
- Vapi - A per-minute hosting fee on top of speech-to-text, the LLM, text-to-speech and transport, each passed through at the provider's price with no markup, per the pricing page and its estimator. Vapi's own telephony, SIP and web transport carry no fee, though hosting and model costs still apply. New accounts get free credits and 4 concurrent calls; the paid Core plan raises that to 10 and adds zero data retention; HIPAA with a BAA is a monthly add-on.
- Retell - Voice infrastructure, text-to-speech and the LLM, plus telephony, itemized in Retell's pricing calculator; its testing docs say the total can vary more than fourfold with the model and voice. Knowledge base, PII removal and AI QA (free for the first 100 analyzed minutes, per its AI QA docs) cost extra per minute. New accounts get free credits, and every account includes 20 concurrent calls, per the pricing page.
- Bland - One rate covering the LLM, speech-to-text and text-to-speech, with no token charges and a lower rate for transfer minutes, per Bland's pricing page. The free Start plan has no platform fee. Build adds a monthly platform fee for a lower per-minute rate and higher limits; at the rates listed on October 10, 2026, the lower rate covers that fee only above roughly 15,000 minutes a month, though Start's daily call cap can force the move sooner. Telephony is separate, on your own carrier or Bland's Twilio connection at pass-through cost.
Telephony, Concurrency and Call Volume
- Vapi - One free US number for inbound calls, per its free telephony docs; outbound needs an imported Twilio, Telnyx or Vonage number or a BYO SIP number. Outbound Campaigns take up to 10,000 contacts per CSV, scheduled up to seven days ahead, per Vapi's campaign docs.
- Retell - Retell sells numbers and imports yours over SIP, with Twilio, Telnyx and Vonage guides, and its contact-center docs go furthest of the three: step-by-step guides for Avaya, Genesys Cloud and Five9, plus Amazon Connect setup through Retell support.
- Bland - Bland's built-in Twilio connection, your own Twilio account or a SIP trunk, with guided SIP setups for Vonage, Asterisk, 3CX, Cisco and RingCentral, plus batch calls from a CSV. Bland's pricing page caps Start at 10 concurrent calls and 100 calls a day, and Build at 50 concurrent calls and 2,000 calls a day.
Latency Claims and How They Are Measured
- Vapi - Its homepage claims "<500ms average latency." Vapi's latency methodology docs cover only per-component medians from production calls, summed into a rough total that excludes endpointing and transport.
- Retell - Its homepage claims "~600ms latency," citing independent benchmarks without a linked method.
- Bland - Bland claims "under 400ms end-to-end" on its Vapi comparison page, "sub-second latency" on its homepage and "under 200ms on the standard model tier" on its voice product page, and its speech page documents a method only for text-to-speech, timed to the first audio.
Your real latency depends on your LLM, voice, region and carrier route, so measure it on your own agent with the latency test below.
Are Vapi, Retell and Bland HIPAA Compliant?
All three say they support HIPAA, but the BAA comes on different terms: free and self-signed on Retell, with a paid monthly add-on on Vapi, and only on Enterprise plans on Bland.
- Retell - Retell's compliance docs list SOC 2 Type 1 and Type 2, HIPAA and GDPR, and its homepage adds ISO 27001. Any customer can self-sign the BAA and a DPA with EU Standard Contractual Clauses at no extra fee, and a signed BAA is required before you send protected health information. Retell doesn't operate services in the EU; its homepage lists an Enterprise on-prem option, sold through sales with no public setup docs.
- Vapi - Vapi's trust center lists SOC 2 Type II and SOC 3 reports, plus HIPAA, GDPR, PCI DSS v4.0.1 and CCPA. The BAA comes with the paid HIPAA add-on, and zero data retention is included from Core up. Vapi's FAQ says it does not support on-premise deployments, and its success-package docs reserve the EU region for the Premier Success Package.
- Bland - Bland's trust center lists SOC 2 Type II, ISO 27001:2022, PCI DSS v4.0.1, HIPAA and GDPR, and its trust and security page marks HIPAA and GDPR as self-attested and says the BAA is signed before launch. Its pricing page includes the BAA only on Enterprise. Enterprise customers also get the widest private-deployment choice of the three: their own AWS, GCP or Azure VPC, GPU clusters in their data center, or fully air-gapped hardware.
Bland is also FedRAMP 20x Class A certified, per Bland's FedRAMP page.
Other Voice Agent Platforms to Consider

- Synthflow - An enterprise voice AI platform sold on annual contracts scoped to call volume, concurrency, telephony and integrations, per its pricing page.
- PolyAI - Enterprise voice agents on PolyAI's own models, with a builder that runs from no-code to full code.
- Pipecat and LiveKit Agents - Open-source frameworks (BSD-2-Clause and Apache-2.0, per their GitHub repositories) for teams that build and host the whole pipeline.
If you're leaving Bland, TestMu AI's Bland AI alternative page covers testing whichever platform you pick next.
Built-In Testing: Vapi vs Retell vs Bland
A voice agent that works in a demo can still mishear an accent, talk over a caller or book the wrong appointment. Each platform's built-in tools catch some of that, and they test different things.
| Test type | Vapi | Retell AI | Bland AI |
|---|---|---|---|
| Scripted checks | Evals check the agent's next reply at a decision point by exact match, pattern or an AI judge | Simulation tests are saved cases with function mocks, graded pass or fail with a written explanation | Evaluations pair AI judges with up to five simulated-caller test cases, run 1, 3 or 5 times each |
| Simulated callers | Simulations run an AI caller in chat or voice mode, grouped into suites; since October 2026 they can fail runs that break latency limits | Text-only; custom-LLM and speech-to-speech agents can only be tested by web or phone call | The simulated caller in Evaluations; one-off builder simulations aren't saved to Runs |
| Production calls | Call analysis on every call, plus Monitoring alerts for effectiveness and compliance issues | AI QA scores a sample of completed calls; Live Monitoring lets you listen in on or take over live calls; Conductor turns past calls into test cases | Testbed re-runs a single turn from a real call without re-deriving the rest |
| CI and automation | Config-as-code runs Simulation suites on every pull request; Evals run through the API; Composer can create and run simulations | Test cases and batch runs are available over the API, so a failing suite can block a deploy from CI | Required evaluations can block publishing to staging and promotion to production; Force promote skips them, and the bypass is recorded in the audit log |
| Documented limits | Simulations can't reliably reproduce background noise, degraded audio, a range of accents, silences or interruptions | Real voice, latency and interruptions need a web or phone call, and transfers, DTMF and carrier audio need a phone call | Manual runs live in your browser, invisible to teammates |

Use these tools while you build: they catch prompt regressions fastest, and all three can feed a release gate. Their documented limits mark what still needs testing outside the platform.

How to Test a Voice Agent Before Launch
Run the built-in tests on every change, then add independent tests for what they leave out, starting with the gaps Vapi's and Retell's own docs name. These are the tests I'd run before any of the three takes customer calls.
Real Audio Across Accents and Noise
Retell's simulations run as text, and its testing overview sends you to a web or phone call to hear real voice; Vapi's docs send you to manual calls and production recordings for background noise, degraded audio and accents. Test with speech instead: recorded or synthesized callers in your customers' accents, with background noise, speakerphone audio and weak mobile signal.
Track intent recognition and task completion per condition against a quiet-room baseline, so a drop for one accent shows up as its own number. This guide to accent testing for voice agents covers choosing accent cohorts and separating accent from the phone channel.
Interruptions, Pauses and Silence
Callers talk over agents, stop mid-sentence and say "hold on." Write scenarios where the caller interrupts a long answer, pauses mid-thought or goes quiet, then check that the agent stops talking, keeps the interrupting words and doesn't treat a pause as the end of the turn or the call.
Vapi's docs list silences and interruptions among the conditions its Simulations can't reliably reproduce. The barge-in testing guide covers each check, including false triggers from the agent's own audio.
The Full Phone Path
Text simulations never touch a phone line, so they miss carrier-route problems such as degraded audio or a transfer that never connects. Retell's own testing overview reserves transfers, DTMF and carrier audio for a real phone call.
Call the real number through your customers' route, whether Twilio, Telnyx, Vonage or your own SIP trunk, and cover transfers to a human, voicemail and keypad (DTMF) menus. For an outbound agent, have it dial a test number from your production setup.
Task Completion and Tool Calls
An agent can say "you're booked for Tuesday" without ever calling the booking tool. Define success per scenario, such as a booking created or a refund requested for the right amount, and assert on it; Vapi's Evals, Retell's function mocks and Bland's Evaluation judges help inside each platform.
Outside the platforms, TestMu AI grades every test call pass or fail against your own success criteria and reports a Task Completion Success Rate. For Vapi and Retell agents connected through its Integrations tab, it also imports the prompt and tool catalog and marks each tool a scenario expects, such as book_appointment, as Called or Not Called after every call, as its Vapi integration docs describe. That confirms the call was made; to confirm the effect, check your calendar or CRM after the test call.
Latency on Your Own Agent
Measure response time per turn on your own agent, from the moment the caller stops speaking to the moment the agent starts, with your models, voice, region and carrier route. Report the 95th percentile (P95) alongside the average, then repeat the run at your expected peak concurrency.
Vapi's Simulations can now fail runs that exceed latency limits you set for the model, voice and turn timing, per its changelog for the week of October 5, 2026. In TestMu AI, every graded test call reports Average Latency, and a separate Performance Testing run holds a set number of concurrent calls to your agent and reports P50 and P95 response latency, though it doesn't AI-grade those calls.
One Suite Across Every Platform
If you're still choosing, build the same agent on each shortlisted platform and run one identical test script against all of them. That gives you a like-for-like comparison, and unlike tests stored in one vendor's tool, the suite carries over if you switch platforms.
TestMu AI Agent Testing runs that kind of platform-independent suite over real phone calls. It places inbound calls to your agent's number, receives outbound calls on its own pool numbers, plays persona-based callers such as an impatient or an international caller, and scores each call on 30+ metrics, including how often the caller and the agent interrupt each other, per its product page and metrics docs.
The tool-call checks above apply to Vapi agents and Retell agents connected through Integrations, and for Vapi agents TestMu AI can also pull in production calls. Bland agents have no integration, so they're tested black-box over the phone, and you can upload recorded production calls for the same scoring. Each platform needs its own agent entry in TestMu AI, since one provider connection is active per agent.
If you're comparing independent testing tools rather than platforms, this roundup covers nine voice agent testing tools and how they connect to Vapi, Retell and other stacks.
